Seems like Bellower has multiple builds. I built mine as a debuffer now with maxed skills 2ACC 1SPD totalling 160ACC 150 SPD and about 25k hp at 5*. So even without any substats or any guild hall stats, you can get to 170% just from those three things. The attack is achievable from boots and chest att %.
